Importing Steel from China to Peru: FTA 0% Duty, IGV 18% & Anti-Dumping (2026)
Verified 2026-10-30 against official Peruvian and WTO sources. The China–Peru FTA has been in force since 2010: with a valid Form R certificate of origin, virtually all Chinese steel enters at 0% duty. Without it, the ad valorem duty on steel is typically 6%. IGV (VAT) is 18% on the duty-paid value. Peru's INDECOPI has begun enforcing against Chinese steel again — definitive anti-dumping now applies to welded tubes.
Import duty on steel
| HS heading | Product group | Import duty | Notes |
|---|---|---|---|
| 7208 / 7209 | Hot- & cold-rolled flat (HRC, CRC, plate) | FTA 0% / MFN 6% | Form R is the operative document; without it most steel lines pay the 6% ad valorem rate. |
| 7210 / 7212 | Coated flat (galvanised, prepainted) | FTA 0% / MFN 6% | — |
| 7225 | Alloy flat: wear plate, high-strength plate | FTA 0% / MFN 6% | No AD on alloy plate; Peru is one of Latin America's clearest lanes for Chinese wear plate. |
| 7306 | Welded tubes (round/square/rect., 1.3–12 mm wall) | FTA 0% / MFN 6% | AD in force since July 2026: US$49.2–193.6/t by exporter — see trade-remedy section. |
| 7213 / 7214 | Wire rod, rebar, bars | FTA 0% / MFN 6% | Wire rod investigation concluded with termination of the provisional duty in Nov 2025 — no AD currently. |
| 7301 / 7302 | Sections, rails | FTA 0% / MFN 6% | — |
Anti-dumping & trade-remedy measures in force
INDECOPI's Commission on Dumping has turned active against Chinese steel again:
- Welded carbon-steel tubes (round, square and rectangular, wall 1.3–12 mm, length 5.8–12 m, made from HRC) — definitive AD for five years from July 2026: US$49.2/t (Jinzhuoyi), US$99.2/t (Derun group), US$149.4/t (Baolai group), US$193.6/t (Youfa group and all non-participating exporters). Dumping margins of 8.3–32.1% were found.
- Wire rod — the provisional US$64.6/t duty (July 2025) was terminated in November 2025 after its four-month maximum validity; the case closed without a definitive measure for now.
Flat products — HRC, CRC, coated and alloy plate — carry no AD today. The FTA certificate (Form R) removes the import duty but would not remove any AD that applies to a product line.
How the duties stack up — landed-cost cascade
Worked example — US$700/t wear plate with Form R: duty US$0 → IGV 18% = US$126 → landed taxes = 18% of CIF. Without Form R: 6% duty = US$42 → IGV 18% on US$742 = US$133.56 → ≈ 25.1%. The 6-point spread between the two scenarios is the cheapest insurance in South American steel trading — and the certificate costs under US$50 to issue.
Documents & certificates you need
- Form R certificate of origin (China–Peru FTA) — issued by China CCPIT or China Customs before shipment.
- DAM customs declaration — mandatory via a customs agent (agente de aduana) for CIF above US$2,000; SUNAT's electronic filing.
- RUC tax registration of the Peruvian consignee.
- Commercial documents: invoice, packing list, BL, MTC per heat; wood packaging ISPM 15.

Peru steel import FAQ
Does the China–Peru FTA cover all steel products at 0%?
Effectively yes for HS chapters 72 and 73 — the FTA eliminated duties on essentially all steel lines. The only requirement is the Form R certificate of origin issued before shipment; a late or missing Form R cannot be applied retroactively at the 0% rate.
Is wear plate or high-strength plate affected by the new tube duties?
No — the INDECOPI measures target welded tubes (HS 7306) and were aimed at tube producers. Flat 7225 products carry no AD. Peru remains one of the most open Latin American markets for Chinese wear plate: 0% FTA duty, 18% IGV, no trade remedies.
How current is this page?
Verified 2026-10-30. INDECOPI's docket is active — the wire-rod case closed but new petitions are likely after the 2026 tube ruling. We re-check before each contract.
