Importing Steel from China to Thailand: FTA 0% Duty, VAT 7% & Anti-Dumping (2026)
Verified 2026-10-30 against official Thai and WTO sources. Thailand is a founding user of the China–ASEAN FTA and RCEP: with a valid Form E or RCEP certificate of origin, most Chinese steel enters at 0% duty. VAT is 7%, but anti-dumping duties on Chinese cold-rolled sheet, H-beams and galvanized products are a real cost line — check them before quoting.
Import duty on steel
| HS heading | Product group | Import duty | Notes |
|---|---|---|---|
| 7208 | Hot-rolled flat, non-alloy (HRC, plate) | ACFTA/RCEP 0% / MFN ~5–20% | Hot-rolled sheet/coil from 14 countries under a sunset review opened June 2026 — monitor the outcome. |
| 7209 / 7212 | Cold-rolled flat (CRC) | ACFTA/RCEP 0% / MFN ~5–20% | Anti-dumping renewed for 5 years in Jan 2026 — see trade-remedy section. |
| 7210 / 7212 | Coated flat (galvanised, prepainted) | ACFTA/RCEP 0% / MFN ~5–20% | Galvanized CRC carries AD of 3.05–37.54%; circumvention investigations running since June 2026. |
| 7225 | Alloy flat: wear plate, high-strength plate | ACFTA/RCEP 0% / MFN ~5–20% | Baosteel's individual CRC rate (9.24%) shows cooperating mills get lower rates — mill identity matters. |
| 7213 / 7214 | Bars, rods, rebar, wire rod | ACFTA/RCEP 0% / MFN ~5–15% | — |
| 7301 | H-beams and sections | ACFTA/RCEP 0% / MFN ~5–20% | Definitive AD since Nov 2025: 30.86% (Maanshan Iron & Steel) / 54.19% (all others). |
Anti-dumping & trade-remedy measures in force
Thailand's Department of Foreign Trade (DFT) maintains several anti-dumping measures that directly affect Chinese flat steel:
- Cold-rolled sheet (CRC) — renewed for five years effective 23 January 2026: 9.24% for Baoshan Iron & Steel (Baosteel), 10.71% for Angang, 20.11% for other Chinese producers (Taiwan and Vietnam exporters carry separate rates). An FTA certificate does not remove this duty.
- H-beams — definitive duties published in the Royal Gazette (November 2025): 30.86% on Maanshan Iron & Steel and 54.19% on Hebei Jinxi and all other Chinese producers, on CIF value, for five years.
- Galvanized cold-rolled sheet — AD of 3.05–37.54% on Chinese producers; DFT opened circumvention investigations in June 2026 covering ten Chinese companies.
- Hot-rolled sheet & coil — a Section 57 sunset review covering imports from 14 countries was opened in June 2026; duties, if extended, would be origin-wide.
For wear plate and high-strength plate (7225), no Thai AD measure is currently in force — but the 2026 HRC sunset review is the one to watch.
How the duties stack up — landed-cost cascade
Worked example — US$700/t high-strength plate (7225) with Form E, no AD: duty US$0 → VAT 7% = US$49 → ≈ 7% of CIF. The same value as Chinese CRC with the renewed AD: duty 0% → AD 20.11% (all-other rate; 9.24% if Baosteel-produced) → VAT 7% on the duty-inclusive value → ≈ 28.5% (or ≈ 16.9% at the Baosteel rate). Mill identity is a pricing variable in Thailand — we quote with the producing mill named.
Documents & certificates you need
- Certificate of origin — Form E (ACFTA) or RCEP C/O, issued by China CCPIT or China Customs; without it the MFN rate applies.
- Customs declaration filed through the Thai National Single Window by your Thai importer.
- TISI standards: certain steel products need Thai Industrial Standards Institute conformity.
- Mill test certificate per heat; wood packaging ISPM 15.

Thailand steel import FAQ
Which certificate gets us 0% duty — ACFTA or RCEP?
Either. Thailand applies both the China–ASEAN FTA (Form E) and RCEP. In practice Form E is the most-used document for China-origin steel; your exporter obtains it from CCPIT or China Customs before shipment.
We buy Baosteel-made CRC — what AD rate applies?
9.24% under the renewed five-year measure (effective 23 January 2026), because Baoshan Iron & Steel received an individual rate as a cooperating mill — versus 20.11% for other Chinese producers. The mill certificate must show Baoshan Iron & Steel as producer.
Is wear plate or high-strength plate affected by Thai AD?
No AD measure on 7225 alloy plate is currently in force. The open risk is the June 2026 sunset review of hot-rolled sheet & coil from 14 countries — if extended, it could cover some HRC-based lines. We monitor it and re-check before each shipment.
