Importing Steel from China to Indonesia: ACFTA 0% Duty, 11% VAT & Anti-Dumping (2026)

Verified 2026-10-30 against PMK regulations (full texts), KADI notices and customs sources. Under the China–ASEAN FTA (ACFTA), most Chinese steel enters Indonesia at 0% duty with a valid Form E certificate of origin. VAT is effectively 11% (the 12% headline rate of PMK 131/2024 applies to an 11/12 tax base for non-luxury goods such as steel). The real cost driver is trade remedies: boron-added alloy HRC carries exporter-specific anti-dumping duties of 4.2–50.2% (PMK 15/PMK.010/2022) — and the lowest rate, 4.2%, belongs to the Baosteel channel (Shanghai Meishan / Baosteel Singapore).

Anti-dumping on boron-added alloy HRC — full exporter table (PMK 15/PMK.010/2022)

Since 14 March 2022, Indonesia applies anti-dumping duties (BMAD) to hot-rolled coil of other alloy from China under tariff line ex 7225.30.90 (BTKI 2022) with boron content 0.0008–0.003% and/or titanium ≤0.025% — the specification much of China's export HRC is produced to. The regulation runs for five years and sets exporter-specific rates:

Status — sunset review running. KADI opened the first sunset review of this measure on 2 April 2026 (Notice AD.03/173/KADI.1/04/2026, petitioned by PT Krakatau Posco, supported by Krakatau Steel, Gunung Raja Paksi, Lautan Baja Indonesia and New Asia Internasional). The review runs up to 12 months — a decision is due around March–April 2027 — and the duties remain in force during the review. Confirm the operative rate before each shipment.

Non-alloy HRC — the 7-country measure and the WISCO case

A separate BMAD on non-alloy hot-rolled flat products (18 tariff lines in heading 7208, width ≥600 mm) from China, India, Russia, Kazakhstan, Belarus, Taiwan and Thailand has been in force under PMK 103/2024 since 15 January 2025 (a continuation of measures running since 2009). For Chinese mills the rate range is 0–20%: Baoshan Iron & Steel Co., Ltd. and Angang Steel Company Ltd. are listed at 20%. The regulation runs five years.

The WISCO case (in motion right now). Wuhan Iron & Steel Co., Ltd. (WISCO) had been exempted at 0% under PMK 103/2024. After KADI's investigation (opened September 2025) found dumping, PMK 31/2026 removed the exemption and PMK 32/2026 imposed a provisional anti-dumping duty (BMADS) of 17.5% on WISCO non-alloy HRC effective 27 May 2026, running six months. In its final report of 10 August 2026 KADI recommended a final duty of 4.87% ad valorem or US$28.06 per tonne (the greater applies) for five years — the implementing PMK is pending as of 2026-10-30.

Practical read: on non-alloy HRC, Indonesian buyers now face 20% BMAD on Baosteel-named material and 17.5% provisional on WISCO — while boron-added alloy HRC through the Baosteel channel (Shanghai Meishan) pays only 4.2%. Grade and mill selection changes the landed price by hundreds of dollars per tonne.

Galvanized steel — investigation opened, no duty yet

On 15 September 2026 KADI initiated an anti-dumping investigation into zinc-coated flat steel (baja lapis seng / BJLS) from China, notice AD.02/591/KADI/09/2026, covering nine BTKI lines: 7210.49.11, 7210.49.17, 7210.49.18, 7210.49.19, 7212.30.12, 7212.30.13, 7212.30.19, 7225.92.90 and 7225.99.90. The petitioners are PT Tata Metal Lestari and PT ArcelorMittal Nippon Steel Indonesia; KADI reports that China supplied 81% of Indonesia's 2.56 million tonnes of galvanized imports over 2023–2025. The probe runs up to 12 months (extendable to 18). No duty applies during the investigation, but a final affirmative determination would add BMAD on top of base duty — if galvanized is in your sourcing plan, price the risk now. Anti-dumping on Chinese tinplate has applied since 2024, with an interim review opened in June 2026.

05

The plate route — wear and high-strength plate outside the measures

Both HRC measures target coiled product. Plate-form alloy steel — wear plate (NM400/NM450/NM500) and high-strength plate (Q690E, Q960-class) under 7225.40 / 7226 — is outside the BMAD scopes, and the galvanized probe only covers zinc-coated sheet. With Form E, these plates enter Indonesia at 0% duty + 11% effective VAT only, regardless of which Chinese mill produced them.

Baohui's core export range is exactly this: Baosteel-channel wear and high-strength plate with full mill certificates — NM400 / NM450 / NM500 wear plate · Q690E high-strength plate · BS700MC K2/K4. If you need coiled boron-added alloy HRC instead, the same Baosteel channel is the cheapest legal route into Indonesia at 4.2% BMAD.

06

How the duties stack up — landed-cost cascade

Example A — NM450 wear plate, plate form 7225.40 (US$800/t FOB, CIF Jakarta US$860/t), Form E presented. Import duty: US$0 (ACFTA). BMAD: not applicable — plate is outside the measures. VAT 11% effective on CIF ≈ US$95/t. Border total ≈ US$955/t — and for a VAT-registered Indonesian importer the input VAT is creditable.

Example B — boron-added alloy HRC coil (US$600/t FOB, CIF US$660/t), same Form E. From the Baosteel channel (Shanghai Meishan): BMAD 4.2% ≈ US$28/t → border ≈ US$764/t with VAT. From an unlisted trader's mill: BMAD 50.2% ≈ US$331/t → border ≈ US$1,100/t with VAT. Same port, same specification on paper — a US$336/t difference decided purely by the producing mill on the certificate.

07

Documents & certificates you need

  • Form E certificate of origin (ACFTA) — issued by China CCPIT or China Customs; without it you lose the 0% rate and pay MFN 5–15%.
  • Customs import declaration (PIB) filed through the INSW/CEISA system by your Indonesian importer of record.
  • Import approval (LS — Surat Persetujuan Impor) from the Ministry of Trade for steel lines on the restricted-goods (lartas) list, plus NIB business licence, API import identification and NPWP tax number via the OSS system.
  • SNI conformity documents for regulated product groups (check the latest lartas list on INSW).
  • Mill test certificate naming the producing mill — it decides the BMAD rate on alloy HRC — plus commercial invoice, packing list, bill of lading and ISPM 15 wood-packaging stamps.

Indonesia steel import FAQ

Is Chinese steel really duty-free in Indonesia?

With a valid Form E (ACFTA) certificate of origin, yes — most steel enters at 0% duty. Without Form E you pay the MFN rate of 5–15% depending on the HS line. VAT of effectively 11% applies on top in either case (normally creditable for a registered importer).

Which mill should supply boron-added alloy HRC to minimize BMAD?

The PMK 15/2022 table decides it: Shanghai Meishan Iron & Steel Co., Ltd. / Baosteel Singapore Pte. Ltd. pay 4.2% — the lowest rate, versus 26.9–50.2% for most other channels. Baohui ships Baosteel-channel material with the mill certificate naming the producer.

Does Form E exempt us from anti-dumping duty?

No. BMAD applies in addition to MFN or preferential duty — the trade-remedy rate follows the producing mill, not the origin certificate. Form E still saves you the 5–15% base duty.

What is Indonesia's VAT rate on imports now?

The headline rate is 12% since 1 January 2025 (PMK 131/2024), but for non-luxury goods like steel it is applied to an 11/12 tax base — an effective 11% on CIF + duty.

Do wear plate and high-strength plate pay anti-dumping in Indonesia?

Not currently: both HRC measures cover coiled product only, and the galvanized probe covers coated sheet. Plate-form alloy steel (7225.40/7226) pays base duty only — 0% with Form E.
